FDA cosmetic registration cost: what brands should check first
No filing fee does not mean the regulatory work is complete. First establish who owns the facility record and how each product connects to it.
The FDA says it does not charge a fee to submit cosmetic facility registrations or product listings. But the party that registers is determined by the actual manufacturing or processing facility and the responsible person, not just the brand name. Even when an ODM facility is already registered, a brand still needs to check product-listing information, safety substantiation, labels, and its sales route.

The FDA does not charge a registration filing fee
The FDA says it does not charge a fee to submit cosmetic facility registrations or product listings. If a quote names an “FDA registration fee,” first ask whether that amount is a government fee or a cost for translation, document preparation, agency work, or product-information preparation.
No filing fee does not mean no preparation. Registration information must connect facilities and products accurately, and the responsible person must maintain current product information. The FDA provides the submission route; it does not review a brand’s product information or operating decisions in place of the brand.
Who registers the facility?
Facility registration starts with the site that actually manufactures or processes cosmetics, not with the brand. FDA guidance says one registration is sufficient for a facility even when it manufactures or processes products for more than one responsible person. A brand using an ODM should therefore first ask whether its actual manufacturing facility is subject to registration and who maintains that information.
Do not put the brand name and facility name in one box. The manufacturing facility, the responsible person placing the product on the market, and the TikTok Shop seller may be the same party or different parties. How are facility registration and product listing different?
Facility registration concerns where cosmetics are manufactured or processed. Product listing concerns which cosmetic products connect to that facility. The FDA says facility registrations renew every two years and product listings renew annually.
Calling both simply “FDA registration” hides which information is outdated.
A product listing contains identifying facts such as the product name, category, ingredients, and manufacturing or processing facility information. When a product launches or details change, someone needs to compare current sales information with registration and listing information again.

An existing facility registration is not an instruction to skip product listing. Conversely, a product list does not make it easier to identify what to correct later if the actual facility information is wrong.
Does a small business mean nothing needs to be done?
That cannot be assumed. The FDA says certain small businesses may be exempt from facility-registration and product-listing requirements, while separately naming product categories that are excluded from that exemption. Eligibility depends on business size, product characteristics, and the current FDA guidance.
There is another important boundary. Registration and listing exemptions are not the same question as safety substantiation.
FDA cosmetic guidance says the responsible person must maintain records supporting product safety substantiation. Do not treat the filing question as proof that product-evidence management is complete.

What order should a brand follow before listing on TikTok Shop?
Do not treat FDA registration as one isolated checkbox in TikTok Shop onboarding. First identify the manufacturing facility and responsible person, then compare the current status of product listing and safety records, and only then connect separate import, label, and Shop-listing work. FDA registration is one part of US selling readiness; it is not a certificate that replaces every approval or customs requirement.
Connect products to facilities
For every SKU to be sold, identify the actual manufacturing or processing facility and the responsible person. Do not infer facility-registration status from the brand name.
Compare registration and listing status
Review facility registration and product listing separately, including renewal dates and changed product information.
Test an exemption claim

The cheapest quote does not necessarily cover the same work. Use the absence of a government filing fee as the baseline, then compare the practical work and responsibility that sit above it.
If several products are planned, ask how the quote treats additional SKUs and a manufacturing-facility change. FDA describes facility registration and product listing as separate submissions with different renewal cycles, so a scope that labels “one product” and “the brand” as the same thing can make a later gap hard to identify.
Do not leave the brand with only one generic contact. A manufacturing partner can confirm facility facts, a product owner can confirm sales-SKU and ingredient facts, and a regulatory owner can check the current filing and safety-record status. Record the verification date and primary-source link alongside each fact. Because facility registration and product listing have different renewal cycles, and a small-business exemption depends on product category and conditions, a verbal answer alone forces the next owner to repeat the same check. Before launch, record the verified fact, date, source URL, and next change signal rather than only marking an item complete.
This distinction matters especially for a brand preparing to sell into the United States. Manufacturing documents received in Korea, US facility and product filings, and TikTok Shop sales data are not a copy-and-paste task; each needs its own current-fact check. When one fact changes, confirm that the other records still point to the same product and facility.
