TikTok Shop sample orders do not create an SPS

Sending products to creators does not itself build a Shop Performance Score. TikTok Shop says sample, gift, and fake orders are excluded from the completed-order minimum needed to create the score. Product seeding and seller-operation eligibility need separate plans.

Quick Answer

For a US TikTok Shop seller, a Shop Performance Score (SPS) first requires at least 30 completed orders in the previous 90 days; TikTok Shop says fake, sample, and gift orders are excluded from that calculation. Creator sample orders are also excluded from Seller-Fault Cancellation Rate (SFCR) calculations. Product seeding can start a content collaboration, but it is not the customer-order operation that creates or restores an SPS.

  • Sending many sample or gift orders does not fill the minimum completed-order requirement for SPS creation.
  • An SFCR exclusion for creator samples does not mean that samples build SPS or remove every operating risk.
  • Keep the creator-shipment plan separate from customer-order fulfilment, cancellation, and service operations.

Why do sample shipments not create an SPS?

Sending a product to a creator and creating a Shop Performance Score are not the same order flow. TikTok Shop says an SPS first appears only after at least 30 completed orders in the previous 90 days, and that fake, sample, and gift orders are excluded from that threshold.

A free-product shipment can therefore begin a collaboration without filling the seller’s score-building order count. A creator may receive the product and publish content, but that shipment record does not substitute for 30 completed customer orders. Keep creator-shipment volume and eligible customer-order volume in separate fields from the start.

This distinction does not make samples unhelpful. Samples can put a product in the hands of a creator, create an opportunity for a post, and connect content to a product. The platform’s seller-operation score, however, needs a separate customer journey in which a real buyer places an order and the order is completed.

What orders does an SPS actually reflect?

SPS is not a simple cumulative count of every order. TikTok Shop describes it as a measure of recent order performance across product satisfaction, fulfilment and logistics, and customer service. It also says newer orders carry more weight.

Once a score exists, the relevant question is not how many samples were sent in the past. It is how actual purchases perform after the order is placed.

A brand should establish three facts before treating the score as an operating signal. Count completed eligible orders in the last 90 days, confirm the fulfilment route and tracking process, and name the owner for customer questions and cancellation reasons.

If one of these facts is absent, creator posting volume can rise while the score’s operating base remains absent.

What orders does an SPS actually reflect?
RecordQuestion it answersRelationship to SPS
Sample shipmentWhich creator received which product?Excluded from the minimum eligible-order count
Published contentWhat video was made public for which product?Views and posts are not described as direct SPS inputs
Customer orderDid a regular buyer pay and receive delivery?Starting point for score creation and order operations
Fulfilment and service recordWhat led to delay, cancellation, or dissatisfaction after purchase?Relevant to product satisfaction, logistics, and service

The table does not mean that every customer order guarantees a high score. The minimum order count is a condition for the score to be created; the score also reflects operational quality after the purchase. A content plan intended to create demand and a stock, delivery, and support plan intended to fulfil it should therefore be checked together, even though they are measured separately.

Does an SFCR exclusion make samples risk-free?

Creator sample orders are excluded from Seller-Fault Cancellation Rate calculations. TikTok Shop’s SFCR guidance explicitly states that creator sample orders are not included in that calculation. It means a creator sample is not automatically counted as a seller-fault cancellation for that particular metric.

That exclusion is narrower than a general exemption. It does not put sample orders into the SPS creation threshold, and it does not establish that a brand can ignore stock, fulfilment communication, or collaboration commitments. Read each policy for the calculation it actually defines.

The operational problem appears when a team shares only the sentence that samples do not affect SFCR. Content operations and customer-order operations can then become mixed together.

Treat samples as creator collaboration and delivery experience work; treat regular customer orders as the source for seller-operation metrics, including SPS and SFCR. The package can look identical, but the platform is evaluating a different purpose.

Which order plans should sit beside creator collaboration?

Before creator collaboration starts, make two separate operational plans. The creator-shipment plan records who received which product, when it was sent, and whether receipt and publishing have been confirmed. The customer-order plan records sellable stock, shipping cut-offs, tracking upload, customer-service ownership, and the checks for cancellation and refund reasons.

The purpose is not to create administrative volume. It is to stop two different risks from disappearing under the word “order.” If sample shipments increase but no SPS appears, inspect eligible completed customer orders first. If SPS falls, inspect recent issues in product satisfaction, fulfilment, or customer service before changing creative production or creator terms.

Which order plans should sit beside creator collaboration?
Operating questionRecord to check firstConclusion to avoid
Why is there no SPS yet?Eligible completed deliveries in the last 90 days“We sent many samples, so a score must exist.”
Did samples raise cancellation risk?Sample-order status and the SFCR calculation scope“An SFCR exclusion removes every delivery risk.”
Can creator work be expanded?Capacity for stock, fulfilment, and customer service“Strong views prove operating eligibility.”
Can a programme restart?Current SPS and the platform’s current eligibility state“A partial score recovery automatically restores past plans.”

A complex dashboard is not required at the start. Do not, however, put sample shipment, receipt, and post confirmation in the same status column as customer purchase, completed delivery, cancellation, and customer inquiry.

Leave an unknown field as unknown instead of converting it to zero. That makes it possible to distinguish a stalled shipment from a still-insufficient customer-order base.

What should a seller check when SPS is absent or low?

When an SPS is absent, first count eligible completed deliveries in the previous 90 days. Do not try to fill that count by adding samples, gifts, or fake orders. The question is whether real customer orders have completed in the way the score’s stated threshold requires.

When the score already exists but has fallen, do not start by changing creative performance. Narrow the issue within product satisfaction, fulfilment and logistics, or customer service.

TikTok Shop says that an SPS below 3.0 terminates active affiliate marketing and campaign participation, and that a seller needs an SPS of at least 3.5 to regain eligibility. Increasing sample volume does not independently resolve those operating causes.

Keep a record that connects the low score to facts from actual customer orders rather than to the score alone. For a delivery issue, record dispatch time, tracking-upload time, and the time of a customer question against the same order. For product-satisfaction signals, review the stated return or refund reason without treating content response as proof of the operating cause.

This is not a workaround for platform policy. It is the minimum operating record needed to decide what to repair first and to ensure that stock, fulfilment, and customer-service owners are reading the same facts before creator activity is expanded.

  1. Count eligible orders

Separately count completed deliveries that can meet the SPS creation condition.

  2. Confirm affected programmes

Check the current state of affiliate plans and campaign products rather than relying on an old status.

  3. Locate the post-order issue

Find which recent fact changed in product satisfaction, fulfilment, or customer service.

  4. Recheck the restart condition

Do not assume that a previous state returns automatically; reopen the current policy and eligibility status. [^tiktok-shop-performance-score]

Platform documentation can change, so reopen the original guidance immediately before expanding a collaboration or restarting a campaign. The point is not to stop sending samples. It is to avoid treating sample collaboration volume and seller-operation eligibility as one performance number.

Common questions

Will sending 30 sample orders immediately create an SPS?

No. TikTok Shop says SPS first requires at least 30 completed orders in the previous 90 days and excludes fake, sample, and gift orders from that calculation. Thirty sample shipments may be collaboration progress, but they do not replace the customer-order threshold needed for score creation. [^tiktok-shop-performance-score]

If sample orders are excluded from SFCR, can delivery management be lighter?

No. The statement that creator sample orders are excluded applies to the calculation scope of that specific metric. SPS creation, collaboration commitments, stock, and delivery communication remain separate operating facts. Check both which metric excludes an order and how the actual shipment is being managed. Does strong content performance recover SPS?

TikTok Shop describes SPS through order performance in product satisfaction, fulfilment and logistics, and customer service. Its official guidance does not identify video views or advertising spend as direct score inputs. Content can help create demand, but score recovery requires separate confirmation of post-order operations and current eligibility. [^tiktok-shop-performance-score]
